Our report gives you a deeper dive into kerosene heating oil prices in the Republic of Ireland in 2023, particularly the average price for 1000 litres and 500 litres of kerosene broken down by county and month.
A Small Drop After Two Years of Steep Price Rises
Heating oil prices rose by 50% in 2021 and rose again by 84% in 2022, so customers will be happy to see that prices in 2023 fell by 16%. It's a small drop, but will give buyers some hope that the price will continue to fall.
International events have strongly shaped oil prices in recent years. Both the COVID pandemic and the war in Ukraine have been major influences. The situation in Ukraine and the sanctions on Russian oil still affected oil prices in 2023, but the year saw a return to a more normal market. Prices in 2023 were set more by changes to the international crude oil price and global demand for oil.
The carbon tax increased in May 2023 by €7.50 per tonne of carbon dioxide emitted, from €41.00 to €48.50. This change added around €21 to an order of 1000 litres of kerosene.

2023 Compared To 2022
After a few years of price increases, 2023 finally saw heating oil prices fall. The average price of 1000 litres dropped by 16%, down from €1,251 in 2022 to €1,048 in 2023.
The cost of 500 litres of kerosene had a similar drop of 16%, a decrease from €640 in 2022 to €537 in 2023.
The cheapest oil was found in Donegal, where 1000 litres cost €1,039 on average. Limerick saw the highest average price for the year, with 1000 litres costing €1,056.
Heating oil started the year high, with 1000 litres costing €1,177 in January. Prices fell steadily, bottoming out during the summer, when the cost was down to €903 in May.
From July on, they began rising sharply again, hitting a peak of €1,158 in October. The end of the year saw prices fall back a little, ending at €1,057 in December.

Counties in 2023 Compared To 2022
Let's take a look at how each county fared in 2023 compared to 2022.
The largest changes were in Waterford and Cork. Waterford's prices were down 18%, from €1,281 in 2022 to €1,045 in 2023. Cork also saw an 18% fall from €1,282 in 2022 to €1,051 in 2023.
Counties Wexford and Monaghan saw the smallest change in the price of 1000 litres of oil, with Wexford falling from €1,216 in 2022 to €1,055 in 2023, down by 13%. Monaghan prices fell from €1,232 in 2022 to €1,048 in 2023, a fall of 15%.
Donegal saw the cheapest oil price at €1,039 for 1000 litres. The county paying the most for 1000 litres was Limerick at €1,057.

Heating Oil Prices By County in 2023
In this section, we show how each county fared in 2023. The counties started the year with a difference of €45 between the cheapest oil and the most expensive. Prices started the year at their peak of €1,176.55 and declined steadily until they reached their lowest point in May, with 1000 litres costing €903.11.
August brought a sharp jump in prices. The price of 1000 litres rose from €941.20 in July to €1,093.30 in August, a jump of €152.10. August also saw the year's largest price difference between counties, with a difference of €51.60 between Monaghan at €1074.71 and Wexford at €1126.31.
The price for 1000 litres of heating oil ended the year at €1,057.45.

OilPrices.ie is an independent watchdog monitoring the kerosene market in the Republic of Ireland. OilPrices.ie collects a huge amount of data on kerosene heating oil prices in Ireland. In 2023, we collected over 70,000 prices across the country.
